10 Years of Service Award Presentation

Larry Ramstad, Lone Wolf Golf Club

Council presented Mr. Ramstad with a 10 Year of Service Award and thanked him for his hard work and dedication to the Lone Wolf Golf Course over the last 10 years, as well as for his commitment to growing the junior program and assistance with the transition of the Golf Course General Manager.The Golf Course General Manager also expressed appreciation to Mr. Ramstad for his dedication and commitment and presented him with the 10 Years of Service Award.

4.1 Grosvenor casino reading christmas party favors.

Peace Island Park Playground Project

Andrew Burrows, BC Peace Country River Rats

Mr. Burrows expressed appreciation to the District's grant writer and staff for their assistance, and provided an update on efforts to obtain funding and donations to complete the Peace Island Park Playground Project.

Discussion ensued around grant application submissions and costs associated with project completion.Mr. Burrows advised that apporximately $50,000 is required to complete the project and requested that Council consider providing sponsorship to assist with project completion.

Council thanked Mr. Burrows for his presentation.

Council discussed availability to attend the 2x2 Bonspiel being held on Friday, March 6, 2020, and Saturday, March 7, 2020.It was noted that Acting Mayor Taillefer, Councillor Ponto, Councillor Lueneberg, and Councillor Turnbull would attend, and Acting Mayor Taillefer would present the awards.Council requested that staff provide an RSVP to the Bonspiel organizer.

BC Peace Country River Rats Request for Forgiveness – Poker Rally Event - Staff Memo

Discussion ensued around the Peace Island Park caretaker's procedure for collection of payment for camping sites.It was noted that the BC Peace Country's River Rat's letter states that any camping units within the spaces outlined in the request will pay the camping rate to the caretakers prior to leaving the event.It was also noted that the procedure for patrons visiting Peace Island Park is that they are expected to stop and provide payment for camping sites prior to site use.Council requested that staff follow-up with the Peace Island Park caretakers to inquire about whether payment arrangements for camping sites have been made with the BC Peace Country River Rats.

'THAT, the BC Peace Country River Rats be granted forgiveness of the Peace Island Park Pavilion from Friday, July 3, 2020 to Sunday, July 5, 2020, for their Annual Poker Rally Event, subject to the appropriate damage deposits, insurance and liability waivers being received; and

THAT, the Peace Island Park Policy be waived for this event; and

THAT, the BC Peace Country River Rats be granted forgiveness of Peace Island Park reservation fees from Friday, July 3, 2020 to Sunday, July 5, 2020, for the following areas:

Green space C, D, E, and F

Sites 7, 8, 9, 12, 13, 14, 18 and 20; and

THAT, the $80 Peace Island Park group camping fees (for the first four units) be replaced with a $20 individual camping fee for the BC Peace Country River Rats from Friday, July 3, 2020 to Sunday, July 5, 2020.'

THAT, the Peace Island Park Policy be waived for this event; and

THAT, the BC Peace Country River Rats be granted forgiveness of Peace Island Park reservation fees from Friday, September 4, 2020, to Sunday, September 6, 2020, for the following areas:

Green space C, D, E, and F

Sites 7, 8, 9, 12, 13, 14, 18 and 20; and

Councillor Ponto and Councillor Turnbull provided an overview of the Northeast Native Advancing Society's Awards Dinner and Fashion Show event that was attended on Thursday, February 27, 2020.

Mayor Fraser provided an overview of a Southern Mountain Caribou Snowmobile Advisory Committee Meeting that was recently attended and noted that topics of discussion included Terms of Reference development and the initial stages of determining permissible and prohibited access areas.

Mayor Fraser also provided an overview of a North Peace Leadership Meeting that was recently attended and noted that topics of discussion included the need for clarification surrounding Section 35 rights outlined in the Constitution Act.Mayor Fraser also provided an update on Land Resource Management Plan development and noted that further progress is required with the Treaty Land Entitlement process prior further discussions taking place related to a Land & Resource Management Plan.

The Deputy Chief/Protective Services Specialist provided an overview of the grant funding opportunity available through the CEPF to assist with costs associated with Emergency Operation Centre equipment purchases and staff training.

'THAT, Council supports the proposed grant submission through the Community Emergency Preparedness Fund – Union of BC Municipalities – 2020 Emergency Operations Centres & Training Grant; and

THAT, the District of Taylor is willing to provide overall grant management through the District of Taylor Administration.'
